While God has effective decrees, bringing all to pass, and a will of revealed commands, it is sometimes denied with respect to the sincere, free offer of the gospel that God has a gracious disposition, inclination and willingness that his creatures, including those who are not elect, come to Him and be saved.

More basically, God has a disposition, inclination and willingness (1) for the good of his creatures, (2) to do them good and (3) is not willing that any should perish (Ex. 18:23; 2 Pet. 3:9).

John Owen denied God has such a natural inclination.  Travis Fentiman has written a brief response to Owen on the same page solving his arguments and showing how it is possible God has a natural inclination for the good of his creatures, and to do them good, and that Scripture teaches this.
