John Howe, one of the late puritans (†1705), demonstrates that God’s Revealed will, even though people don’t do it, is still actually his will.  He also has one of the best discussions on what is positively conveyed by anthropopathisms in scripture, such as the Bible speaking of God being grieved, repenting, being vexed, etc.
